Levy was lead trial counsel in the April-May 2013 trial of the California Department of Insurance's Non-Compliance Action against Mercury Insurance Company.  Representing Intervenor, Consumer Watchdog, Levy and attorneys from Consumer Watchdog in a three-week trial presented the Department's case that Mercury should be penalized for facilitating millions in illegal broker fees charged to consumers for car insurance.  The proposed decision from the Administrative law Judge is expected to be submitted to the Insurance Commission and made public by the end of 2014.
